I also think about this from time to time. We only have the FB league, which essentially consists of 10-12 people, and everyone else just watches and participates in the season, which can't really be called a league. In my opinion, the selection process for the FB league, as well as the FB league itself, is losing its popularity and appeal in its current form. Therefore, I also support the idea of developing several leagues, with the worst teams being relegated to lower leagues and the best teams moving up to higher leagues – this would motivate constant participation in the tournament, as losing could result in relegation, for example.
If most of the rounds, and especially the "matches of the round," are streamed and commented on, this would also be beneficial for the streamers themselves – the number of viewers would increase significantly if everything is organized and promoted effectively. But I think this would require financial investment, as a significant number of people would need to be involved in the organization, and it is unlikely that this could be achieved on a voluntary basis.
So, if this idea is to be considered, it should be as a business project, with sponsors and other benefits, and with investors who need to see monetization. It is quite possible that there is a group of Heroes players who are willing to finance such a project, perhaps starting with small budgets. I am willing to participate in finding ways to monetize it if such like-minded people can be found.
