Raihlag was level 30. He had a couple of skill slots left. He managed without enhanced spells. But Shadia received the Arcane Wave almost immediately. Randomness is randomness. Right now, I'm playing through the second campaign with a hero, and Agrael's knowledge isn't being increased at all, and he only received Dark Magic at level 24 when visiting the level-up location in the 3rd mission. And this is far from the only case of a significant deviation from the average.
