And for every action, the GM should give skill points, stats, and even more stats. And his, the GM's, attitude is: "don't like it, don't level up." They don't like it, and they don't level up. It's all fair. And for 10,000 Rumis, let mercenaries "bring profit to the empire." If they can, of course. More and more often, it turns out that they can't. You can hire ten fighters for ten thousand per quest, but they won't do what one Myco can do for free. The level isn't right. Good characters, well-developed.
