Because waiting another whole year to implement rule changes—what's the point? A year from now, the same discussion will happen. Better to have it now.
Example — the issue of fast roads on mirrored maps has interested me for a long time, but no one gave me a clear answer. As soon as I shoved them into the tournament, solid arguments for "why it can't be done" immediately surfaced. If they hadn't surfaced, we would have played with fast roads, developing that argumentation through trial and error.
Regarding hero digging, I haven't seen any sound arguments, so we'll either learn through trial and error until an argument for "why it can't be done" appears, or until we understand "why it must be done."
