"War of the Strongest"

I don't understand what this point means again. In other words, the organizer reserves the right to NOT HAVE ANY EVIDENCE and declare that out-of-game discussion about the tournament took place between players, based solely on the fact that they are from the same clan and completed the map using the same strategy (but without manipulating the save file). Accordingly, should the penalty announced in this point be applied to them? Is that correct? And if players from different clans have the same strategy, then it's okay, right?
