level 3 and 4 archers, that's bad

1. How do you justify that this is bad?

But don't the elves have 3rd tier archers? ... they are the only ones there ... while the dendroid and dwarf basically fall out of the army!!! Only 2 get in, and one shoots ... HOW ARE YOU GOING TO STORM THE CASTLE?
But Dungeon is a different story ... three get in, and two shoot ... only the Minotaur and troglodyte are useless....
