Is it worth paying for Rylander against Shakti on Anarchy, and if so, how much?

It is worth it, but you should understand that all probabilities are equal to 50%. Shakti, with money, an Academy, and a portal, can arrive on turn 123 with angels/vivs/manticores/even 40 Eyes, which will destroy the ramp with growth. Rylander, by that time, might only have a couple of trash joins (he's poor). Or maybe the opposite. I would pay 3-3.5k, expecting to get 500 back on the color.
