How should the castle be positioned to allow access to the shipyard?

I finally got to my map, and I still can't figure out how to configure this shipyard. Here's the city specialization, and here's the parameter I need. How do I set it? There are no controls. And I don't see it in the city settings either.
I'm just dumb, what can I do? :smile17:
