Nagas are not artificial - they are one of the elder races, sharkmen are not Nagas (Nagas are reptiles, and sharkmen are fish). Sharkmen were created by mages, but they escaped to where they felt more at home. Not all beastmen adapted to the living conditions of the Seven Cities - some beastmen (such as mermaids) were used for decoration/entertainment as pets and, naturally, were unsuitable as part of the army due to their inability to live in the desert and due to their disobedience; other beastmen were able to escape from the mages during the orc rebellion, taking advantage of the opportunity (which is why orcs are friends with beastmen, as they share their hatred of mages because the mages only saw them as slaves and military force), for example, harpies and centaurs ended up with the orcs in this way. As far as I know, only one unit was specifically given away by the mages - I'm talking about minotaurs, which they gave to the Dark Elves as a diplomatic gesture. The only beastmen who really thrived with the academics were Rakshasas, as the conditions were suitable for them, and compared to other beastmen, they were in a special position with the mages, being used not as slaves, but as guards/bodyguards, etc.
