All beastmen are of artificial origin; in the case of mixing different animals, it is explained by a different mechanism of origin (griffins, manticores, etc.) - these creatures appeared in an era when the blood of dragon gods was pouring from the sky (Urghash and his team made sure of it); the blood, falling on living creatures, led to various metamorphoses; the elder races did not yet exist in that era (as far as I understand). Rakshasas, minotaurs, mermaids, vanitzame, harpies, gnolls, and other beastmen were created by the House of Anima during the existence of the state of "Seven Cities."
Actually, the House of Anima is a house of spirit summoners (specialists in djinns, elementals, etc.), while the House of Chimeras was engaged in creating orcs and beastmen.
