Player rating for tournaments across all installments of Heroes.

I'm a bit confused here... Please explain to a newbie what stage the development of the new ranking system is in, or whether the existing one is being reworked...
Almost every time I log in and try to read about it, but when I try to understand, I feel sick from such detailed explanations...
