Implementing the rules suggested by esteemed Боливар, Декстер, or the rules used in League tournaments (and, by the way, not always followed) is not a difficult task. I can do that – no problem. But the most important aspect of the situation is something else entirely: the attitude of the players themselves in a tournament they have registered for. If there is no desire to manage their games, no matter what you write in the rules, it won't change the situation. If I assign a technical loss to one of the players in an unfinished match, or even to both, it will still be the same as it is now with the results of the games in the "Полный рендом-3" tournament table: everyone who didn't finish their games has zero points! And I didn't write that a technical loss was assigned to certain players because they didn't report the unfinished game; it no longer matters, they still have zero points...
Stating at the end of the tournament that it was incomplete due to 27% of the games not being played is also not ideal. And at the same time, not taking any measures during the tournament against the players who are not playing. Therefore, in order for the tournament to take place, measures must be taken during the tournament – for example, excluding players who are not participating from further competition. What's the point of having 16 players registered for the "Полный рандом" tournament? I think that mass starts should become a thing of the past. Let 8 players be eliminated during the tournament due to unfinished games. But then the remaining 8 would reach the final. And that would be logical.
P.S. And maybe a round-robin format should be applied to small groups, not to the entire large group, during the group stage. That is, divide the players into groups, have a round-robin within the groups, and then have elimination games. Otherwise, a round-robin for all players at the beginning of the tournament will again lead to the same result.
