How can we save the "Heroes" theme?

It seems like the "warning" system works in a similar way, rather than a "remark" system... but I might be wrong...
What I mean is that some kind of penalty should be applied for off-topic posts.
For example: let's say I go off-topic and flood the forum 50 times. I get a warning... The next time, I'll get a warning for a smaller amount of off-topic and flooding (let's say 40 messages)... and so on until I reach a critical threshold for which I'll be banned. The critical threshold could be either the total number of warnings for which a ban is given, or, for example, 5 remarks for flooding and off-topic posts.
The numbers are just for illustration.
