How can we save the "Heroes" theme?

That's how the "Remarks" system seems to work. After a certain number of remarks, the user is banned. Or am I wrong? I'd like to clarify this point.

It seems that's how the "warnings" system works, not "remarks"... but I could be mistaken...
I mean applying some kind of penalties for off-topic posts.
For example: let's say I went off-topic and spammed 50 times. I get, say, a warning... Next time I'll get a warning for a smaller amount of off-topic content and spam (say 40 messages)... and so on until I reach the critical threshold that results in a ban. The critical threshold could be either the General number of warnings that lead to a ban, or let's say 5 remarks for spamming and off-topic posting.
The numbers are hypothetical..
