It really is absurd that Landsknechts are champions, and bears are… well, let's just say that if we consider it absolutely, they don't belong in the base, but if we consider it relatively, then relatively to those who are in the elite of the dwarves in Heroes 7, the bears are clearly weaker and therefore lower tier. The elite includes rhinos, priests, and valkyries – the first is stronger than bears because it's a lava rhino, and the last two are stronger than bears for magical reasons.
