It's already decided in the community. People play on the latest version of hd-mod and hw_rules.
Sometimes tournament organizers fix something according to their own wishes.

P.S. Why you raised this topic, based on the way it looks, it's obviously just a way to "let off steam" when something doesn't work out, and you're too "lazy to think" and feel like "everyone owes you."
