MMH5.5 - Heroes of Might and Magic 5.5

Here's the question. In the mod, is there an option to rebuild cities to match your faction? The first captured city can be rebuilt without any problems. But when I try to rebuild the second and all subsequent captured cities, nothing happens. It just displays a message - "You have gained the ability to rebuild cities." And that's it. Is this intentional, or am I doing something wrong?
