Perhaps the wrong folder was selected for the Heroes installation, or the system is blocking the installer from verifying the presence of the files. It's best to install it in a location other than Program Files to avoid this.

In previous versions, there was no verification, and there were tons of "bug reports" from those who installed it in an empty folder.
