In general, the SoD campaign editor shouldn't be able to open HotA campaigns. The problem isn't with the h3c file itself (its header hasn't changed), but with the h3m map files contained within it (their format has been changed). Perhaps, previously, the changes were less significant, and the SoD campaign editor could still extract the maps (although it hasn't been able to repack them for a long time).
The HotA campaign editor isn't finished and isn't included in the release, although it's quite usable for internal purposes. We send it personally to those who request it, if they need it for something significant (for example, assembling an already completed campaign or translating campaigns into another language).
