How do I create a new tournament?

Regarding the deadlines - yes, the timing (purely tentative) is indeed not a very good idea - it overlaps quite heavily with the "Осень" tournament... There is an idea to start it as soon as the decisive matches begin in the Adin tournament, and for those involved in the finals and officially registered for the Championship, to give them the right to reschedule their game (in this case, priority is given to the "Осень" tournament)... But these are just ideas for now... because this needs to be DISCUSSED!!!... but so far, no one seems eager to jump into the fray...
