The rules for blitz tournaments are different from the rules for the "Operation Capture" tournament.
This is not stated in the rules... but still... I believe that if there is a guard, it should be killed first, and not to take advantage of the map maker's mistakes.
This is also used on other gaming resources as a rule: the map creator's mistakes can be used at your discretion, unless otherwise specified by the tournament organizer.
I suggest interpreting this point in this way and consider it quite reasonable, because only the map creator can clearly indicate what is a mistake and what is an intentional omission. Otherwise, disputes and disagreements after the end of the tournaments will be inevitable.
P.s. On some maps, the ability to hire a Djinn (with her innate ability to summon a boat) is a gross mistake by the map creator and significantly violates the gameplay intended by the author - where, for example, the primary task at the beginning of the game is to clear the way to the nearest shipyard... But no one thinks that it is impossible to hire a Djinn in this case...
