Grail, is it overpowered?

The Grail was conceived as a lucky/unlucky find (depending on its location) in the Grand Strategic Campaign. However, one thing is clear: on random maps, the AI discovers it first in 90% of cases.
I tend to believe that the Grail should remain in the game, even if it has better properties for some factions.
