That is, when the maximum possible level of a primary skill is reached, it will no longer increase.
But the bonus will not only be "lost" when leveling up. All artifacts that increase a primary skill that has reached its maximum will also be useless, and no objects on the map that are designed to increase a primary skill will help. Exception - the effect of native land for units, which gives +1 to attack and defense (only for units). In this case, the damage calculation will be based on the base +100 (where +99 is the maximum primary skill "Attack/Defense" and +1 is the landscape bonus, which works in any case).
