There are few pirates, and they are not very strong, which means they unnecessarily occupy a slot in the army, and the unit growth in cities is greater, so the losses of one or another stack are easily replenished (relative to the pirates), and if you don't carry 7 different units with you, it's better to occupy a free slot by dividing the inquisitors/adepts, because they are casters and buffers.
