Hello. I'm also experiencing this error with the impassable garrison. Version 3.1, and there's nothing in the maps folder except your map. I have mods for the skill wheel, a larger message window, and city property descriptions. There were no videos played as cities were destroyed.
If anything needs to be entered manually, please also tell me how to activate the console. Thank you in advance.
