It’s better to have fewer, but reliable participants.

That’s a utopia. This is a gaming community, which means that almost everyone here is, in one way or another, unreliable and lazy. At least half of the community is unable to plan their lives for 3-4 days ahead. So, solving the scheduling problems in a way that no one is inconvenienced is simply impossible.
The question is, which group will the regulations protect – those who are actually capable of planning and coordinating, or those who don’t care about anything in life?

However, I’ve been thinking about it for the last hour or so, and you’re probably right about canceling the mandatory first Saturday. :D
