I am in favor of increasing their value. 30K seems like an optimal price (as a reward for completing all magic-related quests). That is, they should only be generated in super-tier treasures, and their protection could only be broken when the control scroll is in effect: 1. It should no longer create a significant imbalance in the game. 2. It should serve as a lifeline for those who haven't found control artifacts and haven't obtained it, having spent all their resources on restructuring.
