SU2 isn't that powerful, so it will be upgraded through a racial skill and one generally available skill (i.e., obtainable at level 11), while SU1 is upgraded through a racial skill and two generally available skills (obtainable at level 18). After testing, we'll decide whether it's worth making the progression more complex – it might actually be too easy, although obtaining everything at level 11 (18) isn't always guaranteed – the random skill selection might not provide what's needed.
