why ban if there's an ignore button?

The ignore button can't prevent the chat from turning into a garbage dump.
But a ban can.
Besides, the ignore function doesn't save from one game launch to another.

Currently, there's an option to send a user to read-only: the user can't write in the general chat or create games, but can write in private chat and join existing games.
There's also an option to send a user to a super ban: the user won't be able to enter the lobby or play through it at all.
