I doubt that even in Russia or Ukraine there are still populated areas with such a high concentration of uncouth people, and you're talking about the capital.
In Kyiv (at least before the Maidan, I don't know how it is now), in my northern village, in Crimean cities - everywhere it was better, and I lived there, there, and there for a longer time.
