But I agree with you, it is extremely difficult to balance a hero, as their specializations differ too much.

Heroes are designed for different timeframes and strategies. If you make them all suitable for the same timeframe, it will be extremely boring.
Sometimes, on maps of the same size, one hero is advantageous, while on another, a completely different one is.
