I wouldn't introduce any restrictions on heroes from prison at all. You caught a hero in prison — good for you.

The template is the mirror, as I understand it, so I completely agree.

In the mirror, there is almost no imbalance; you found Kyrre at level 20 from prison 5 turns earlier, this hardly affected the game :D
