LBE – minimal balance changes for Heroes V 3.1.

Good mod, but I don't plan on installing it. The reason:

- The base hit points of the ballista have been reduced by half;
- The base hit points of the tent have been reduced by half;

I disagree with these changes. I believe that the stats of combat units should be increased.
