The argument against is that restructuring doesn't restructure symmetrically. Spells in the guild are synchronized, but what they will restructure into is pure randomness.
Okay. So, I'm asking - why was the decision made to disable restructuring instead of just playing with it enabled?
It's still not ideal, but it serves as a safeguard against the initial randomness when building in different towns. And that (huge!) advantage doesn't just disappear.
