How can we save the "Heroes" theme?

It's important to distinguish between off-topic posts in the "Off-Topic" section and off-topic posts in the "Heroes" sections. The former is a natural consequence of the forum's development. The latter is a problem that needs to be addressed. However, that's where the problem lies. Many moderators turn a blind eye to such off-topic posts. And others don't have the authority to deal with it.
