I completely agree. Only I use the Necromancer specialty more often. In general, the idea with runes is a huge breakthrough in Heroes!
Once, in the final battle against Hell, the energy rune allowed me to lose only 10-15% of units when forces were equal (even despite the Infernal Gates)!

In general, in my opinion, regarding faction strength:
1. Necros
2. Dwarves
3. others

Yes, overall the races are designed at the highest level.
And in a duel, there is simply no equal to the dwarves (even the necros take a back seat)
