Remove all HWrules plugins. Download the latest HotA HW 1.38+. Disable your antivirus and install the plugin not in the game folder, but in a separate folder. Then, manually move the installed files from that folder to the game folder. Launch HD_launcher and connect the HW 1.38+ plugin. Then, launch the game specifically through HD_launcher. This helped me.
