In my opinion, it’s better not to take anything from other universes; only Ashan!

Tier 6 – ??? (most likely a ballista)
Tier 7 – maybe a Thunderbird, but there is already one in NCF. If it is related to phoenixes and firebirds, then it would be better to put it on level 6, and you can make a dragon for level 7.

A ballista could work, but not the one that appears on level 7 in one of the mods – it's some kind of nonsense; it’s just a repainted catapult:smile17:
Tier 7 – As far as I understand, there are no air dragons in the Free Cities at all, and in general, this is the only dragon that has never been shown in any of the games about Ashan (there are drakes for Elrath, Malassa, Arkath, Shalassa, and Silanna, but not for Ilat), but I think they still exist in Ashan anyway, so I don’t think we should associate them with the Free Cities, but as a separate neutral unit of the seventh tier, it will quite fit (like the golden dragon, which does not live in the cities of the Griffin Empire).
I also don’t think Thunderbirds are appropriate – they can rarely be found, and they usually appear as a result of being summoned from the world of spirits by some desperate mage.
We need to find more information about Ilat and potential units associated with him; at least priests of Ilat and Wind Swords already exist (by the way, Landsknechts among humans in H7 are actually Tier 7 – so why couldn’t Wind Swords be placed there? - although I am inclined to put them on level 6)

you can take a regular ballista as a basis and add a dwarf to it – they will shoot with a ballista, and fight in melee combat with a dwarf
