And who will be on tier 2, 6, and 7?

Tier 2 - thieves:smile28:, I don't know what they will look like, ideally it won't be an assassin, personally I want to make it a ranged unit, but with two knives, or hang knives on a belt, the attacks will be combined (left hand from the crossbowman and right hand from the archer)
Tier 6 - ??? (most likely a ballista)
Tier 7 - maybe a thunderbird, but there is already one in NCF, if it is related to phoenixes and firebirds, then it is better to put it on level 6, and on level 7 you can make a dragon
