Gnomes, yes, they really lose to many first-level units. Both in speed and skills. A small resistance to magic doesn't help them much. But what about wolves? They have a double attack, decent speed (and Sylvan has the "Haste" spell as a last resort), and a good growth rate. You can accumulate a decent number of them by the final battle.
