Is it fair to award a user 100 points for discussing moderators' actions when there is essentially no one to complain to, and 50 points for fabricated insults? Why not resolve this situation by showing some professionalism instead of creating a bad reputation for the forum?

You aren't active in the "Fifth" section and you don't know that the bad reputation isn't with the moderator at all. And many people are complaining about specific individuals. Not just on the forum. But it's better to discuss this in PMs if, of course, you are interested and need proof.
The two remaining moderators (in reality) in the "Fifth" section are actively developing it, holding contests, restructuring it for convenient access and clear display, etc. They are also developing the entire section, promoting the forum, etc.
Contacts were also established with YouTubers and other platforms to promote the forum.
By the way, I communicate very well with the author of the mod collection, which is being promoted by people who have been banned from the forum; we even held joint streams.
You simply lack information to get the full picture.

Throwing around points, blocking non-malicious users, and creating a bad reputation for the forum is far from the best way to help it.

Flexibility has been shown constantly. Points for piracy were only issued after numerous warnings, demanding that links be removed. These weren’t always removed, but when they were, they reappeared after some time, etc.
For some reason, other users on the forum follow the recommendations (which are also the rules).

Rameliya has expressed herself even more harshly before, but it is already impossible to constantly ignore this, seeing how favorite topics for other users are polluted and causing negativity.
