If you believe there's a technical issue, you don't need to "post" the save file on the forum; you should simply write to the tournament judge in ICQ. If the judge isn't available, you should tell your opponent, save the game, and wait for the judge.

On turn 114, it turned out that the opponent had almost all directions blocked by roads, and opinions on whether there was a technical issue differed.

You're doing the same thing. Knowing that a disputed situation is arising, you write a report. You shouldn't do that.
