I think it's time to announce the deadline (let's say a month for finishing the games) and close the tournament. Those who wanted to play have played their matches.

If we're going to change the deadline, it definitely shouldn't be a month. Some players have played less than half of their games. On average, each player has 20 confirmed reports, which is 2/3 of the games. So, playing 10 games in a month seems like a lot.
Therefore, we can set the deadline to August 1, 2017, considering that some games are still in progress. Or, at the latest, to July 15, 2017...
