Something's off. I tried to create a sector, but it didn't work out. The money production suddenly dropped, I can't build anything, and the planets in the panel on the right have stopped displaying.

Don't add a planet to a sector if the limit is exceeded. And when you do add one, it's best to put in scientific planets or those with the lowest income. Also, don't forget that you can increase the tax rate for the sector. To find out what the sector is planning to build at the moment (why it's not doing anything), you can check the sector management mode; everything will be there.
