It is forbidden to perform any active actions on the map in just observer mode after loading a save in a situation where the turn was completed when the game was paused. Violation of this rule is considered unfair play and will be punished with a technical penalty. It's strange that some players didn't realize this:confused:

How will the use of observer mode be monitored?

Very simply. Based on trust. And those who cheat will be banned. :)
