Noom, of course such a mod can be made. The question is who will do it. HoMM developers aren't interested in this, and they don't have the time either — work is ongoing.

The question isn't who will do it, but rather that imho it's easier to make than to carve all existing perks (portals, road generation, and OX) for SoD from scratch. In my opinion, removing something is easier than adding something.
