Is this a chicken cutlet? Well, from my point of view, they clearly ruined the chicken, regardless of the breading.
I thought it was a nugget, like they have at McDonald's.

No, it's not a cutlet or a nugget. It's just chicken in crispy breading. I can't explain in simple terms what the difference is, but it exists. It's a popular street food in Asia. And, accordingly, McDonald's and similar establishments haven't stayed on the sidelines either; they also offer it in various variations.

There's no good bread here. Not even just normal bread. There's too much sugar in the local bread. So, I actually think the buns from McDonald's are good. However, when I said "normal food," I meant not fried. I have some dietary restrictions.
