The GIF reminded me of a story from many years ago, when a friend and I were waiting for a bus near my place in heavy rain. I mean, it wasn't just a light drizzle, but a wild, hellish downpour that lasted for a long time (we went to a cafe and thought we'd wait it out there, sat there for about an hour, watching out the window, but the scene didn't change). We got terribly wet and cold (the wind in such rain is not something you want to feel), and then he came out. A real water mage! This shaggy man, who looked like a drunk (but we understand that he wasn't), came out from behind a building and started shouting loudly and incoherently. As he yelled, with each of his words, the rain became weaker and weaker. In the end, when he disappeared around the corner of another building, the rain stopped, and the wind became much weaker.
