Well, it depends. If there are a maximum number of players on the map, it might not be possible to hire a hero with Wizard skills. I once played against 7 AI opponents, collected the Cloak, but couldn't hire a hero. Either they were all hired, or I was just unlucky with the heroes, but I couldn't use the Cloak.
So, it's not always useful when playing as other races.
Oh, come on, then I would have just mixed everyone up with skeletons :D
The most useful artifacts are, of course, the "Cloak of Speed," "Amulet of Swiftness," and "Ring of Speed." On random maps, I enjoy wearing the following items the most: Alliance, Elixir of Life, Cloak of Speed, Sniper's Bow, and, say, a book (any book, it doesn't really matter).
