That's exactly what I was thinking when I wrote that. But it can be explained: if materialism is not the overarching ethics, then the government is tolerant of religions and other beliefs. Thus, the government is essentially saying, "yes, we don't deny that religions can be right." And since religious people believe that the damned synthetics have no soul, it follows that they cannot be granted equal rights. I may have explained it a bit clumsily, but I hope the idea is clear.
